Cabinet meet on Telangana on Dec 3: Shinde

NEW DELHI, NOV. 29:

A special meeting of the Union Cabinet on December 3 will discuss the report of the Group of Ministers (GoM) set up to look into the bifurcation of Andhra Pradesh, and the draft Telangana Bill, Home Minister Sushilkumar Shinde said today.

Tuesday’s Cabinet meeting has been called to discuss exclusively the Telangana issue, he said.

“Various options (on how to create Telangana) will be put forward and the Cabinet will take a final call,” he told reporters here.

Sources said the last meeting of the GoM will be held either on Monday or early Tuesday to finalise the draft Andhra Pradesh Reorganisation Bill.

They said the issue of Hyderabad continues to be contentious as Seemandhra leaders are demanding protection of lives and property of Seemandhra people settled in Hyderabad after the bifurcation.

One of the options, the GoM may suggest, is handing over the law and order responsibility and revenue department to the Central government under a special provision of the Constitution.

The GoM is unlikely to recommend making Hyderabad a Union Territory like Chandigarh, which is capital of both Punjab and Haryana. The Union Cabinet has already decided that Hyderabad will be the joint capital of Telangana and residuary State of Andhra Pradesh for 10 years.

Congress top brass meet to discuss strategy for Winter session

New Delhi: Congress top brass on Friday met to discuss the strategy ahead in the Winter session of Parliament beginning December 5 as government inched closer to formation of Telangana.

Parliamentary Affairs Minister Kamal Nath, who is not a member of the Congress Core Group, was present in the meeting presided over by party chief Sonia Gandhi with Prime Minister Manmohan Singh by her side.

The meeting apparently discussed the issue of floor coordination in both Houses at a time when Congress is taking in a big way the snoopgate issue in Gujarat to target Narendra Modi as this will be the second last session of this Lok Sabha with the general elections just five months away.

The winter session is set to be a stormy affair with Opposition planning to raise a host of issues including coalgate, Tehelka rape case and price rise.

The outcome of the assembly elections in five states scheduled on December 8 is expected to overshadow the session, which has been made just a two-week affair in view of the polls.

Consequences of Rayala Telangana

1.It may not end as a solution, but will create a new problem. Politically and morally it will not stand for any scrutiny.

2. It’s not recognising existence of Telangana, but destroying existence of Rayalaseema.

3. Krishna River, particularly Srisailam reservoir will be under control of Rayala Telangana, which will throttle the life of Delta. Kadapa, Nellore and Chittoor.

4. Telangana will have the fortune of its own party, that is TRS in existence, as the proposal of Rayala Telangana will be rejected by it.

5. Finishing of Chandrababu, Jaganmohan Reddy in Telangana and controlling of KCR will not be materialised, because Babu and Jagan will get the relevance to the Royala Telangana.

6. Centre may be thinking of transferring the burden to the new state to avoid capital dispute, but it will end up as a capital punishment to the the Andhra state.

7. When Congress, TDP, YSRCP and TRS fight for power in new state, Telangana people will have no choice except choosing TRS as their sole representative, as the other parties will be seen as remnants of Seemandhra domination.

This is the rhythm of Seemandhra media since last few days. Is it true that division of State is sudden and fast happening? How many years fought by Telangana people? How many people sacrificed all these years? How long consultations it has taken?

Seemandhra media is heading this cynical campaign and spreading canards on division. While politicians taking back seat these Hegemons taken over the driver seat. Lies and lies, everywhere lies.

Telangana State demand has passed through the all the tests one needs. Got widest political consensus. All possible platforms deliberated on the issue. All the major political parties in the state one time or other agreed to division. No political party thought of giving solutions for Andhra in case of division.

Though Central Government announced its decision to give Telangana in 2009 December 9, all the parties headed by Seemandhra leaders forcibly stopped the process. They dragged the issue to this end and now accuse of ‘division for electoral benefit’ of Congress.

They burned valuable time in blackmailing and stalling the process and now blame Central Government is on fast track.

Any division happened so far is recorded in the history. Decision on capital was left to residuary state in any case. Water and assets will be distributed as per legally and established norms. 371(D) can be continued or discontinued, it will not be a stumbling block in division.

GoM finding ways not to hurt anyone: Shinde on Telangana

“There is no delay. We will submit the report to the Cabinet soon,” Home Minister Sushilkumar Shinde said on Tuesday.

The Group of Ministers (GoM), set up to look into bifurcation of Andhra Pradesh, is trying to find ways to not to hurt any region of the State while creating Telangana, Home Minister Sushilkumar Shinde said on Tuesday.

“We are trying to find out a solution which does not hurt anyone,” he told reporters here after a meeting with Union Ministers Jairam Ramesh and S. Jaipal Reddy.

Mr. Ramesh, a member of the GoM, and Mr. Reddy, who is from Andhra Pradesh, are believed to have discussed issues related to creation of Telangana. The Ministerial panel will meet on Wednesday, possibly for the last time.

Dismissing the suggestion that there was delay in preparing the report of the GoM, Shinde said the report would be submitted to the Union Cabinet as early as possible.

“There is no delay. We will submit the report to the Cabinet soon,” he said.

The Home Minister also refuted reports that the Centre will give the Andhra Pradesh Assembly only 15 days, instead of a month, to pass the Telangana resolution in the House.

The GoM had held a series of meetings with leaders of eight political parties, Union Ministers from Andhra Pradesh and Chief Minister N. Kiran Kumar Reddy and officials in the last one month and they gave their opinion on distribution of assets and other issues between the new State and the residuary State of Andhra Pradesh.

Mr. Shinde had already said that the Telangana Bill would be tabled in the Winter Session of Parliament.

Sources said following an instruction from Congress high command, the GoM has speeded up the whole process.

Once the Cabinet clears the proposal, it will go to the President who in turn will refer it to Andhra Pradesh Assembly for approval. However, the Assembly resolution is not binding under the Constitution.

The Union Cabinet then can consider the Andhra Pradesh Reorganisation Bill and with Union Cabinet’s approval, it will send it to the President before being tabled in Parliament.

The Winter Session of Parliament commences on December 5, and will conclude on December 20.

తెలంగాణ వ్యతిరేక కుట్రలకు 371(హెచ్) మరో ఉదాహరణ. హైదరాబాద్‌లో ఉగ్రవాద కార్యకలాపాలను కట్టడి చేయడానికి ఇటువంటి ఏర్పాటు అవసరమట. అరుణాచల్‌ప్రదేశ్‌లో ఇటువంటి ఏర్పాటే ఉందట. కానీ అక్కడ ఏం జరిగింది? పది కిలోమీటర్ల మేరకు చైనా సైన్యాలు చొచ్చుకొచ్చినా మనవాళ్లు నిద్రపోతూ ఉండడం గురించి చదువుకోలేదా? ఢిల్లీలో అంతకంటే గొప్ప ఏర్పాటే ఉంది. దేశ రాజధాని కాబట్టి అక్కడ శాంతి భద్రతలు, భూ వ్యవహారాలు… ఇంకా చాలా అంశాలు కేంద్రం తన పరిధిలోనే ఉంచుకుంది. ఢిల్లీలో పేలుళ్లు ఆగాయా? ఉగ్రవాద శక్తుల ఉన్మాదం ఆగిందా? అత్యాచారాలు ఆగాయా?

అంతదూరం ఎందుకు, హైదరాబాద్‌లో మక్కామసీదు పేలుళ్లు జరిగాయి. గోకుల్ చాట్, లుంబిని పార్క్‌లు రక్తసిక్తమయ్యాయి. దిల్‌సుఖ్ నగర్‌లో ఉగ్రవాదుల దాడులకు 16 మంది బలైపోయారు. ఇవన్నీ సమైక్య సర్కారు ఉండగానే, ఇంత బందోబస్తు ఉండగానే జరిగాయి. 371(హెచ్) తెచ్చి జీహెచ్‌ఎంసీలో భద్రత కల్పిస్తారు సరే తెలంగాణ జిల్లాల్లో స్థిరపడిన ఆంధ్రప్రాంత ప్రజల సంగతి ఏమిటి? ఉన్మాదులు ఎవరయినా హైదరాబాద్‌లో దాడులకు పాల్పడి తెలంగాణలో చొరబడితే ఎవరు ఎవరిని నిందించాలి?

ఆచరణ సాధ్యం కాని, వాస్తవిక దృష్టిలేని ఇటువంటి ఆలోచనలన్నీ చివరికి విషఫలితాలనే ఇస్తాయి. శాంతిభద్రతలను తెలంగాణ చేతుల్లోంచి లాక్కోవడం అంటే తెలంగాణను అవమానించడమే కదా? తెలంగాణ వాళ్లు బాధ్యతగా వ్యవహరించలేరు అని చెప్పడం కాదా? కేంద్రం ఇటువంట ఆలోచనలు మానుకోవాలి. సంపూర్ణ తెలంగాణ ఏర్పాటు చేయాలి.
